With panic a permanent feature in this paper mache town, Cowboy and Indian's plan to surprise Horse with a homemade birthday gift backfires when they destroy his house instead. Surreal adventures take over as the trio travel to the center of the earth, trek across frozen tundra, and discover a parallel underwater universe.

A Town Called Panic, which has more strident colors and less synopsizable action than a year's worth of comic-book adventures, embodies a sensibility that might be termed "extreme quirk."
Once you get over the droll joke of seeing an equine Web surfer wearing a bathrobe and sipping his morning coffee, the movie settles into a shrill groove from which it never escapes.
It's more clever than funny, but it's very clever.
