Surya and Devaraj rule their town through a quasi-government of their own, fighting societal injustice but oftentimes using crude and violent means to do so. Surya is an orphan, abandoned by his mother at birth and unaware of his family. When a new district-collect decides to clean up the town, Surya must unknowingly choose between his friend and the family he never knew.
