Under torture, Indian gangster Tiger Memon confesses to his involvement in a plot to set off explosives throughout Bombay, wreaking havoc and polarizing the city. Through a series of interviews, top cop Rakesh Maria comes closer to discovering who the leader of the conspiracy is, but it soon becomes clear that a foreign power must be involved.

The movie would be all crisp surfaces without the internal combustion of Menon, as a man who bears down on familiar procedures in order to avoid being overwhelmed by his emotions.
Despite its large cast and complex criss-crossing from past to present, the movie rarely catches fire as an involving human drama.
