A wagoner struggles to make a living driving a cart-taxi in Dakar, but he knows he cannot charge every fare he gets, for many are also poverty-stricken and unable to pay. When he takes a bourgeois man to the French quarter, where carts are not allowed, his wagon is confiscated by the police.
