Vancouver newspaper columnist Jack Scott investigates a migration program in Bolivia, in which miners in the Andes mountains are relocated to more fertile lowlands. One of the miners affected describes the skepticism with which he first met the idea and the eventual impact in terms of new dwellings, land to cultivate, and work to support their families.
