In 1994, a mysterious explosion at Balam Bridge is attributed to terrorists. Local journalist Lee Bang-Woo is approached by Yoon Hyeok, an an old acquaintance who's unearthed proof that the bridge case was a fabricated coverup by the government. With a team of fellow reporters, Lee races to uncover the dangerous truth.
