Toronto filmmaker Charles Officer profiles the young people of Villaways Park, a housing project on the brink of historic change. The film follows an extraordinary and seismic year in the life of 12-year-old Francine Valentine and her poverty stricken family during her involvement in a songwriting and recording program run by Art Starts.
